Dear Supervisor Wiener,

I am disappointed to see your Op Ed piece in the Chronicle this week against free Muni for all youth. As you know the yellow school buses are being cut back, and as a city we have a responsibility to make sure all children can get to school. As an elected official who has spoken about the problem of family flight, it is concerning that you would choose to publicly advocate against the needs of children in our city.

Free public transit for youth is not a budget trade-off with other transit needs in the city. The identified funding for this program are funds specifically earmarked for encouraging new transit riders and addressing the needs of low-income communities.

A program that costs less than one percent of Muni’s overall budget will not impact the structural deficit that MTA is facing. But what will save Muni from a future of service cuts and budget pressures is real public support, like the outpouring of thousands of families which we have seen over the last year, who are invested in Muni as a genuine public good.

I urge you to work together with us, especially at the regional level where San Francisco needs to speak with one voice, to find a solution that makes Muni accessible for all youth.

The campaign for free public transit for youth is moving forward!!  On Tuesday, April 17, the MTA Board will be presented with a draft budget that would account for providing free transit for all youth in the city and vote on the issue.

Unfortunately, in spite of growing support, Supervisor Scott Wiener chose to write an op-ed in the SF Chronicle this Monday urging the MTA Board to reject this plan for free transit for all youth, and mischaracterizing the funding for the program.

Like us, Scott Wiener is deeply passionate about public transit and has raised concerns about family flight in San Francisco.

Supervisor Wiener needs to hear from you to know that the thousands of youth and families who are part of this movement are holding him accountable to not jeopardize the critical transit needs of children and youth!

As one San Francisco’s regional representatives on the transportation commission, Wiener’s support or opposition to youth transit needs could impact this campaign in the future.

Dear official,

I am aware the MTA Board is considering what action to take to address the urgent public transit needs of youth in San Francisco. I am concerned about any proposal that might limit the free youth pass program to only extremely low-income youth because it leaves out the thousands of low and middle-income families that are also struggling in San Francisco, and creates barriers for undocumented families who often have more difficulties providing income verification.

Access to free public transit is an urgent need for all youth in this city, and will promote a new generation of life-long transit riders. San Francisco continues to have an alarming rate of family flight. Making public transportation free for ALL youth is the kind of necessary action that demonstrates that families really are welcome and supported in this city.

Given the unprecedented challenges facing our youth and families, this is the most important time to invest in and prioritize them. I urge you to support the pilot program to provide free public transit for ALL youth in the city, and ensure that no family falls through the cracks.

Dear Friends,

Over the last two months, many of you signed the petition urging San Francisco to provide free transportation for youth, so that young people can travel safely to school, work, and recreation activities.

Because of your action, and the growing community pressure, the MTA Board has agreed to vote on this issue on Tuesday April 3rd.

The challenge now is that some MTA staff want to limit the free youth pass program, making it available only to youth who are able to qualify as low-income.

Family flight is an urgent problem in San Francisco.  The city has seen a net loss of 5,000 children between 2000 and 2010.  By providing free transit for all youth, we can make a minimal public investment and benefit thousands of youth and parents across the city.

MTA officials need to hear from you one more time!

The MTA is now making critical decisions about who will be eligible for this program, we want to make sure that working families and immigrant youth are not excluded.

ACTION ALERT: Call Congress Today!

Republicans moving today to eliminate transit from federal funding

Urgent: Call to Action! 

  • Today the House Ways & Means (Tax) Committee will markup the House version of the federal transportation reauthorization (known as H.R. 3864, the “American Energy and Infrastructure Jobs Financing Act of 2012”)
  • The proposed changes would end the dedicated portion of the federal gas tax that currently funds public transit (known as the Mass Transit Account) and instead create a new account (known as the Alternative Transportation Account)—this would effectively “zero out” mass transit from the federal transportation bill.
  • This would mean federal funds for mass transit would now come from the General Fund of the federal budget – instead of the federal gas tax – effectively putting all federal funding for transit at risk and subject to the annual federal budget process

Talking Points:

  • Demand that they reject the proposal to zero-out mass transit funding from the federal surface transportation act
  • Demand that they reject the proposal to expand offshore oil and gas drilling to fund federal transportation
  • Tell them that we to dedicate 80% for mass transit and 20% to maintain road infrastructure to meet the transit and economic justice needs of our communities and address the climate crisis

As you are reading this email the House of Representatives Ways and Means Committee is in last minute negotiations, debating a proposal that would cut out all transit funding from the federal surface transportation act. Popularly known as the highway bill for it’s terribly auto centered funding formula, the bill gives 20% the over $300 billion legislation to mass transit and 80% to highways, freeways and roads.

Today’s proposal would dedicate 100% for roads and 0% for transit putting the transit “burden” on the General Fund. 90% of systems have cut bus service and raised fares over the past two years, to add insult to injury, the Right Wing in DC is threatening to devastate millions of bus riders even further by zeroing out mass transit from federal transportation legislation.

Call your Congressional representative right now and demand that they reject this pro highway and anti-transit proposal that could wipe out entire transit systems throughout the country!

I am deeply concerned about the problems young people in San Francisco face in using public transportation to get to school, after school programs, jobs, volunteer activities, museums, and parks. A reduced-cost youth transit pass will not resolve the issue – there should be no barriers preventing young people from getting to school safely.

Young people are having a harder and harder time getting around San Francisco—getting to school, after school programs, jobs, volunteer activities, museums and parks. Major cuts to the yellow school bus program have forced school-age children to find their own way of getting to school—and a youth Fast Pass costs more than twice what it did two years ago. Young people who cannot afford the rising cost of transportation risk getting a $100 fine if they ride the bus without paying the fare.

In February, the MTA Board, the Transit Authority and other regional bodies will be taking action on youth transit in San Francisco. Funding to support low-income transit and climate initiative programs could provide free transit passes for youth. MTA staff and board members are debating whether to take this opportunity to provide free transit for youth, or merely offer a cheaper pass for youth. We know that cutting the cost of the pass does not resolve the issue – there should be no barriers preventing young people from getting to school safely. MTA officials need to hear from you today if you support free transportation for youth.
